If you own a rental property in Tauranga or the wider Bay of Plenty, the Healthy Homes Standards are no longer something you can put off. The final compliance deadline passed on 1 July 2025, and every private rental in New Zealand must now meet these standards before or at the start of any new or renewed tenancy.

What Are the Healthy Homes Standards?
The Healthy Homes Guarantees Act 2017 (and subsequent regulations) established minimum standards for rental properties across five key areas. The goal is simple: ensure every New Zealander living in a rental has a warm, dry, and safe home.
The five compliance areas are:
1. Heating
Every rental must have a fixed heating device in the main living room capable of achieving at least 18°C. The required heating capacity is calculated based on the room’s size, insulation, location, and orientation. A small fan heater plugged into the wall does not count. In most Tauranga homes, this means a heat pump, wood burner, or appropriately sized panel heater.
2. Insulation
Ceiling and underfloor insulation must meet the 2008 Building Code requirements at a minimum. If insulation was installed before July 2016, it may not meet the current standard. Existing insulation that is damaged, compressed, or has moisture issues will typically fail the assessment.
3. Ventilation
All habitable rooms must have openable windows. Kitchens and bathrooms must have functioning extractor fans that vent to the outside. Rangehoods that recirculate air back into the kitchen do not meet the standard.
4. Moisture Ingress and Drainage
The property must have efficient drainage and guttering. Subfloor areas must have a ground moisture barrier if the space is enclosed. Any leaks or visible signs of moisture ingress must be addressed. In the Bay of Plenty’s humid coastal climate, this is one of the most commonly failed areas.
5. Draught Stopping
All unused chimneys and fireplaces must be blocked. Visible gaps or holes in walls, ceilings, windows, and floors that cause noticeable draughts must be sealed. This includes gaps around doors, windows, and access hatches to the subfloor or roof space.
What Happens If You’re Not Compliant?
Tenants can take landlords to the Tenancy Tribunal for non-compliance. Penalties of up to $7,200 can be issued for each breach, and exemplary damages of up to $50,000 are possible in serious cases. Beyond the financial risk, a non-compliant property creates liability exposure if a tenant’s health is affected by cold, damp, or mould.
The Tenancy Tribunal is seeing a growing number of Healthy Homes claims, and inspectors at Tenancy Services are actively checking compliance as part of investigations.
